Riforme "Strutturali" - "Structural" Reforms

Riforme strutturali! riforme strutturali? In Italia non sappiamo neppure cosa vuol dire. Classifichiamo come riforma strutturale l'innalzamento dell'eta pensionabile. Sembra un ostacolo insormontabile, un macigno pesantissimo da spostare. Oramai l'aspettativa di vita sale ogni anno, dunque sarebbe normale alzare l'eta' pensionabile per fare in modo che l'intero sistema pensionistico non collassi. Invece no, e' una riforma strutturale..attenti tutti. Dobbiamo chiamare tutte le parti sociali, fare un programma di "300 pagine" per spiegare a tutti che poi lavorare 2 anni in piu' non e' una tragedia. Salverebbe per almeno una ventina d'anni il sistema da un collasso quasi sicuro. Vi diro cosa penso: non e' assolutamente una riforma strutturale, e' solo una pezza ad una falla molto piu' grande. Strutturale significa investire nei giovani, nella ricerca e nelle universita'. Strutturale significa fregarsene di cio' che tutti vogliono e andare avanti con coraggio per la nostra strada. Quando Blair parlo' nei primi giorni da primo ministro disse: il mio programma consiste di tre parti: education, education, education. Ha capito tutto, ha capito come l'economia moderna va avanti e si sviluppa. Bene, oggi in UK l'economia cresce sopra al proprio potenziale e hanno un problema di un inflazione che sta crescendo ad un livello appena sostenibile dalla Banca d'Inghilterra (3% y/y), dovuto proprio alle troppa crescita. Per fare questo ha dovuto tagliare 100.000 (!) posti di lavoro nel pubblico impiego. Ha in sostanza trasferito risorse da un settore improduttivo (il pubblico impiego) ad un settore più produttivo: il futuro!. Non gettiamo la spugna, crediamo nel futuro. Una rivoluzione è possibile anche in Italia.

Structural reforms! structural reforms? In Italy we don't even know what does it mean. We classify as structural the lift of the retirement age. It seems an unsurmountable obstacle, a heavy rock to carry. Life expectancy is increasing every year, thus it would be reasonable to lift retirement age, to save the pension system. Instead for us is a structural reform..be careful. We have to call all the social parts, produce a "300 page" document to explain to everyone that working two years more it is not a tragedy. I will say what I think: it is not a structural reform, it is just a stitch for a bigger hole. Structural means invest in the youth, research and university. Structural means ignore the needse of everyone and go ahead without fear. When Blair spoke as a prime minister said: my programme consists of 3 parts: education, education, education. He understood everything, he understood how a modern economy works, and how it develops. Well, today the British economy grows above its potential and they have a problem of increasing inflation, due to higher growth. To do this he had to cut 100,000 jobs in the public administration. Basically, he transferred resources from a non productive sector (public officers) to one really productive: the future!. We don't have to give up, believe in the future. A revolution is possible also in Italy.
